You'd need a lot more glass to get that extra 1.6 stops on the long end. That would jump up the cost a lot as well. The diameter of the lens would need to be much bigger and it might be difficult to make it retractable into such a small body. Although you've suggested a 15% shorter lens you've subtracted about 15% on the wide end as well where it probably makes a more significant difference to the difficulty of the lens design.
