Imagine how much blur or noise reduction you can apply to the D800 image and still have more details than in the D700, resulting in a much cleaner image with a similar amount of details. That's the beauty of having 36 MP with a high QE.

Yes, and I have some tests with this image where I applied more NR and sharpening, and the images hold up better with more detail still.

I'm also starting to think that a valid methodology here with the D800 might be " leave the noise alone ", more often than not.

The D800 noise is fine-grained, and does not look bad after a straight downsample (IMO, YMMV.)
