Yes, our monitors are not able to display say 13 stops of dynamic range.

And if they could and you would want to see all 13 stops, it would usually result in a very flat tone curve, which most people don't find appealing. That's the main reason why often pictures are compressed to 8 stops or less through contrasty tone curves. By choice.

That last word is key though. Having 13 stops at your disposal as a starting point is still a large benefit, because from there you have the choice to use whichever parts of that DR are useful to you and compress them to whichever tonecurve you feel fits best.
