I have some shots that are wanted in a raw file - but they were taken in jpg format.

Also what about older shots that were on negs - but they are wanted in raw files - any way to convert them?

Once the photo has been converted to JPEG either by the camera or on a computer there is no reverse as the information needed has been thrown away. The only way back is to start over with the original RAW file. If it is an in-camera JPEG there is no RAW file to go back to. If you are scanning negatives you can save the image as a 8 or 16-bit TIFF file and preserve all the information present. I do not know if scanners have RAW files but if they do it is unlikely anyone not having that scanner would be able to decode them. The persons getting the files are going to convert them to JPEG or TIFF for printing or on screen viewing, sending them RAW just allows them to tweak the images a bit more than if they just have a JPEG file.
