Focus is confirmed when the PD AF sensor "sees" an in-focus subject. Once focus is confirmed, subsequent activations won't result in any change, since the AF sensor "sees" an in-focus subject each time, and therefore requires no change. (If you think subsequent activations do change the focus, try it under carefully controlled conditions with close scrutiny of the focus achieved after each half-press.) A remaining mystery is why some lenses twitch in that situation (which of course makes people think that the focus did change).
