Manual exposure variations - why?

What causes exposure variations like the two attached pics? Full manual mode shooting. Same car, one lap apart, or a bright sunny cloudless day. Auto Lighting off. Highlight tone priority off.

I've experienced the same thing with my 7D, 60D, and before that my T2i, all in full manual mode with identical shot settings for the shots the exhibited the exposure variation.

These shots were taken raw and processed with DPP using the unaltered default settings.
