How do I create a poster size photograph using Photoshop Elements?

I want to take a photograph from my Nikon D300S and print it as a poster measuring 24” wide by 20” high. The technique listed below was suggested. Any comments?

Create a new Elements file measuring 24” wide x 20” high at 300 dpi
Open photograph as a JPG
Crop the photograph as required to fit the proportions of the poster
Insert the cropped JPG into the PSD file
Move the JPG to the upper left hand corner

Grab the lower right “handle” and “stretch” the JPG until it fits the poster boundaries
Save the Elements file as a JPG

Background information:
D300S’s maximum photo size is 4288 x 2848 pixels (14.3” x 9.5” at 300 dpi)
