I do not know a thing about LR Other than I get far better results with DxO and PSP X4 [I know that is sacrelige but true]. However, Read and reread Steve's point 4 till you understand and have followed it. It is vital.

I use a D80 [10 mb camera] group and other detailed shots without that problem.

If all the pixelation is in the sky you might need to do noise reduction on the sky only [be careful though and try Steve's methods first]; as there are a few situations that can happen even at low with jpegs but I am not familiar with the problem when taken in RAW converted to jpeg. However, I have not had the problem so I am not familiar with it.

In this order:

1- Do all yout PP work in the tiff from the raw.
2- Careful with filters as some can introduce noise.
3- Resample your image to 300 dpi and 20" x 30".
4- Lastly convert to a JPG at the highest level and send it away.

You should NOT see any pixelation on a 20" x 30" inch print. It should look reasonably sharp from 2' viewing distance.

. . . or give the raw file to a pro and let him/her do the above.
