What you described works generally well if the subject and the background are in the same lighting condition. But there are cases where a much slower shutter speed works well and may produce better result.

The basic idea behind dragging the shutter is very simple, you want your main subject to be lighted mainly by flash so that the subject movement can be frozen by the very short burst of flash even with a slow shutter speed such as 1/15. This works the best if the main subject is much darker than the background, in which case you use flash to light up the subject and ambient light for the background.
