Yes they do. Anyone who thinks otherwise is simply putting unrealistic twists into their view. If he wants to place arbitrary restrictions on his full-frame camera and declare that its IQ isn't any better, that's his problem. The rest of the world isn't so idiotic.

Only with the proviso of equivalent technology.

It would be a brave man to suggest that a Canon 1Ds, for example, is anywhere near as good as todays Sony APS-C sensor based DSLR's in terms of IQ.
