"Developing" What does it mean now?

"Developing" What does it mean now?

I run a mail order film processing lab that also does scans.

Everyday we end up in conversations with people asking for "developing" and we go through prices and procedures with them only to discover at the end of the conversation that they in fact wanted reprints or scans from already processed film.

It's become a pet-peeve of mine but perhaps it shouldn't be. Has the language changed now? Is it correct to ask for "developing" when you want prints, reprints or scans or does "developing" specifically still mean the chemical process film must go through to produce the latent image?

I don't expect any conclusion to this question but I'd like to hear peoples thoughts on it.
