The best monitors aren't made any more and that would be CRT monitors. The next best thing is a flat screen monitor where you can calibrate the color.
I use a pair of Samsung monitors and calibrate them using a DataColor Spyder 3 device/software. I also use the custom ICC Adobe profiles from Dry Creek Photo so that what I see on my calibrated monitor is what gets printed at my neighborhood Costco's photo department.
While the Samsung monitors I use are older, the combo of these things yields a final printed photo that matches what I expected.
