I have used both the 10-22mm on a 40D and the 16-35mmII on a 5DII.

It is somewhat subjective, but I don't think that there is any comparison between these lenses at the long end. The 10-22mm while very good at 10mm was very disappointing at 22mm, with images soft and lacking contrast. I found myself consciously changing lenses to avoid this. With the 16-35mm I have not felt the need to do this, despite pixel-peeping tendencies and the higher 5DII resolution.

Overall, I really like the 16-35mm. It makes quite a good street lens, and the fast aperture helps with low light and subject movement. It can also focus quite closely to allow for some interesting compositions.
