No, if this setting is off, it means the IS is only turned on during the duration the shutter is opened to snap the photo.

Not sure I fully understand this. If the stting iis OFF does that mean the IS is working constantly as long as the camera is on?

As I am used to Canon IS I just took for granted that IS started working on half press.
