I have the non-IS version, my friend has IS Mk I. We did a comparison back in back. Conclusion was indeed, that the non IS was a little bit slower when focusing on rapidly moving subjects, birds and such. But we could not see the diffrence in static shots.

One thing I do remember though, is that when using 200mm focal length, IS was helpful when framing the shot.

Don't know about the IS Mk II, never used it.
