Brutal honesty has me responding that the composition is nicely balanced, but the light is uninteresting, the time value is too long for this much movement, robbing the water of interest, and the dam is not appealing. There's way too much stuff that doesn't really have a reason to be in the image.

Solutions/suggestions:

Shoot when the light is better. Get closer to something and don't include so many distracting elements that are not interesting. Experiment with shorter time values. Make the water interesting, not just a mass of white.
