Hi, im 15 and very passionate about photography. Ive got my first dslr, which is the 60d 15 days ago and i love it! its my baby!:D But when i have to shoot in low light, i have to either increase the iso or slow down the shutter speed as my lens can only get f3.5. What is the best iso speed for the 60d?

What do you mean by "best"? If by "best" you mean sharpest with least noise, then it's the lowest ISO. It's pretty much the same for all DSLRs. In low light situations you either have to increase the ISO or use a wider aperture or use a slower shutter speed to avoid blur caused by camera motion or subject motion. If none of this works, then depending on what you're shooting you need either a tripod or a flash.
