15-85 + 70-200 f/4 L (non-IS) seem like a good pair for T3i?

I am just getting started and am looking for two decent lenses to cover the short and long ends. I am learning I like primes for their weight/sharpness/DOF but to save cost, I was looking at the 15-85 and 70-200 f/4 L non-IS model. They seem to shine as far as bang for the buck is concerned.

I realize the 15-85 is an EFS only but I don't plan to upgrade to a FF in the near future so I am ok with that. I have the "nifty fifty" for basic street/low light which I really enjoy as it allows me to stay back a bit from people and not enter their personal spaces. Also thinking about the 28 1.8 USM down the road. I am not a pro and do not desire to shoot for money, I just enjoy it as a hobby so I am trying not to spend a fortune on lenses as it's very easy to do. My budget is around $1500.00
