I am trying to decide between two Canon lenses: the 17-85mm IS USM and the 18-200mm IS. The second one seems like the better lens, just because you get some telephoto capability, but the first one has the USM drive, plus is a lot smaller. Will the 3.5 vs the 4 aperature really make a difference? This would be the lens replacing the kit on a Rebel T3, and would be the one normally on the camera. It's just for amateur photography, pictures of people, buildings, etc. Nothing special.

The 17-85 is not a good lens.
The 18-200 is a very compromised design to give you more zoom.
Neither one are as good optically as the kit lens.

If you are looking for an upgrade get either the 17-55is f2.8 (or the equivalent from either Sigma or Tamron) or the Canon 15-85is.

See my plan (in my profile) for what I shoot with. See my gallery for images I find amusing.
