second camera, or better glass

I really like my crop factor camera for when I'm shooting wildlife, but it's kind of 'meh' for portraiture and cityscape stuff. As I see it, there are a couple of ways I could drop serious cash to fix this.

1. I could get a full frame sensor camera with kit lens, or

2. I could get a really, really nice lens for my current crop-frame camera.

I saw an old article by Ken Rockwell ( http://www.kenrockwell.com/tech/full-frame-advantage.htm ) that said, at that time, that full frame was a hands-down winner. Is this still true, and is it enough true to warrant a second rig?
