Is it safe to use 70-300 IS lens on tripod?

Sounds like a tripod problem, not a lens problem. Tripods legs and tripod heads have a weight rating. Under that weight rating, good to go. Over that weight rating, use at your own risk!

Not hardlly the case. Sunpak Pro 523 has a weight rating over 6 lb and provision for hanging a center stability weight.

Use a remote shutter release so that you don't have to touch the camera to shoot and introduce vibrations.

I use a cable release. Problem is turning the focus ring (sometimes manual focus is useful) when it's about 10 inches away from the mount and the zoom is extended to 300 mm (480 for 35 mm equivalent).
