Is Leica's stealthiness overrated ?

You've got to realize that the mythology of Leica's stealthiness got started when press photographers were still shooting 4x5 Graflexes and 6x6 TLRs. Although, after the 35mm SLR revolution of the '60s the Leicas weren't much smaller than some SLRs but they were still much quieter. Today, there's many more unobtrusive ways to take a picture, but because Leicas still look like an old film camera to many people, it seems that a lot of folks ignore you thinking you're just some silly amateur shooting film.

So, I'd say yes and no.
