Quite frankly I doubt there is a significant difference between the two. People assume that it must have better IQ just because it is a lot more expensive. The fact is it is a lot more expensive to produce a 70-400 lens than a 70-300 and maintain the same IQ. Prime lenses are simpler, cheaper and tend to have better IQ. All things being equal more zoom means more complexity and more lens elements which tends to mean less IQ quality not more. To have the same IQ would require a more expensive design and manufacturing process.
