The TS-E has better IQ. It is way sharper, even sharp in the far corners.

Focusing manually is never a problem at this FL. At least not for me.

The shift function is extremely nice to have when you need / want it. I say go for the TS-E 24. You will not regret it. This is one of Canon's finest primes.

There is a very nice comparison there. Just scroll down and mouse over the different apertures of the two lenses. You'll see how much better the TS-E really is.
