If I understood your question correctly, then, yes, zoom lenses do perform differently depending on which range they are.

Usually we talk about the short and long end of the zooms, but may be some changes during the range.
For example, check the Tamron 70-200mm F2.8 review:

You can see that the qualiy drops a lot around the 135mm but gets better again on the long end.

Also, as a "general rule" lenses tend to perform better when stopped down by 2 points.
