The faster P&S jobs have BSI CMOS sensors in them. The elements sit directly behind the filters, rather than at the end of a tunnel hemmed in by wiring. This gives them more useable capture area when compared to conventional CCD sensors.

As to the flash emphasising skin blemishes - preset the camera for fill-in flash rather than AUTO. The camera will fire every time, but the flash strength will match the ambient lighting.

I use the Olympus SZ-30MR with a BSI-CMOS sensor in it. But that is a 24x zoom with dual processors and the ability to do video and (two) stills at the same time. It might blow your budget and be overkill. It does however take better low-light pictures than my CCD equipped P&S (Olympus Stylus 9010).
