That's the rule of thumb. In reality, all sorts of factors will affect the exact multiple.

Good that you added this caveat

Bayer algorithms are usually very good at one thing, that is making vertical and horizontal edges pixel sharp. In that case, downscaling linearly to sqrt(2) will seriously damage the sharp edges.

This situation is common in cityscapes.
