Do I have this right?

I'm reviewing the thread asking if sharpness is over rated (yes) and I once more discover a lot of time spent discussing downsizing images. I've seen similar discussions on this forum.
I don't understand this but wonder if I'm interpreting correctly. Bayer images can (and should) be downsized by 50% or more to match "something" about the foveon image. Evidently this downsizing is all but transparent ?
I am trying to make a decision between the recently announced DP2-M and the just released Olympus OM-D. Each ostensibly has a 15MP sensor (or not). I understand that the bayer sensor gives up half it's pixels due to it's configuration and now I read that one should be able to downsize it an additional 50%.
