Changing background in PS2 question

I'm trying to change the background in a old portrait using a quick mask selection as described in Katrin Eismann's book. After isolating the subject her next step is to "add a new layer underneath the isolated subject". I can't seem to get this. How do I proceed in order to create my new background? Thanks.
