zs19/20 shutter priority issue....slow flash

Just got my zs19 about a week ago and I'm trying it out. Funny thing....when I use shutter priority the options for flash are limited. The slow (or second curtain) shutter choice is grayed out and cannot be used. This seems really odd to me. Isn't that exactly when one might want to use slow flash? I'm thinking of times when I would set the shutter to say 1/30 to allow ambient light before then flash fires.
Am I missing a setting?
