I think they had a problem with both their telephoto zooms. The 45-200 improved dramatically with the (same?) firmware adjustment a few months ago. I now shoot at 1/FL and all but guaranteed sharp images. I get about 4-stops at the limit, which is a few stops better than I manage with my 70-200/2.8IS Canon (much older IS "firmware").

1/2FL is what you should expect without OIS, so 1/FL is not a really good thing, unless you've shaky hands. I shoot at 1/3FL with my FZ50+1.7TC (in particular, the camera didn't even know I had a TC attached).

For example, I took this at 420mm, 1/100s (downsized, but the original is perfectly focused too):
