The FF lens would cover a larger area of sensor or film than an APS lens.

Either way, the crop factor comes into play the same way. A 35mm lens would focus light on a smaller area of sensor (compared to a FF sensor) so that the resultant Field of view would be like a 52mm full frame lens.
