A moving car you rather want to pan ... and get the background unsharp. Thats a kind of optimal result in many cases. But I assume that the sharper you manage to get the car the more satisfied you will be with the image.

What was interesting in the OP image was that the car was generally unsharp although it was taken from the front - and the unsharpness was not due to movement. It was just not sharp.

And due to that general unsharpnes it had some value that a similar razor sharp image would lack. Not easy to explain.

When might your images look better unsharper? Difficult question.
