what i heard is that China doesn't feel that citizens need acess to tech like GPS.

Is it even technically possible to block GPS?
If they try, hopefully they don't forget about other alternatives like GLONASS.

since they are communist, what they say is the law.

Contrary to other countries where there are no laws?
