Most will find more than one program desirable. I organize my pictures using windows explorer and do simple editing and review with FastStone. Irfanview is my default viewer for a quick look at a picture, examining exif data and simple edits. For more serious editing I have PSE 8. Later versions are better since they have built in masks (no big deal though, I use Grant's tools for same functionality).
For serious editing you need layers and masks etc. I had a version of CS4 but find Elements does all I want, I never use the organizer so that just takes up disk space. If you shoot raw, Elements handles that quite nicely.
I generally remove the SD card to get pics onto the computer, but later versions of window should recognize the camera without any additional software.
Some people prefer Picassa to FastStone, but I like the latter. There are some more powerful freeware editors out there, but both Elements and the full PS have lots of third party help. You can probably find books in the local library and lots of helpful tutorials on the web. The other advantage of these two are the generous use of keyboard shortcuts. Once you've learned these you'll not want to lose that feature.
