How does this attach to lens barrel?

Okay, I'm going to sound like a real idiot but how exactly does this attach to the lens? When I try to put it on it seems to fit over the lens but loosely and, when I turn the camera on it just moves with the lens but doesn't open.
Obviously, I'm not doing something that I should. Advise would be appreciated.
