Thanks Ray. Looks like the flash mode was set to Slow Sync which seems to be the case. Putting it in Fill Flash seems to keep the Auto ISO working to keep the min shutter speed. Do you have the camera flash mode to "Fill Flash".

iTTL-BL stands for Balanced fill-flash:

" i-TTL BL: i-TTL mode type in which flash output level is
adjusted to well-balanced exposure of the main subject and background
Standard i-TTL: i-TTL mode type in which flash output level is adjusted to the
correct exposure of the main subject regardless of background brightness"

It doesn't matter the flash settings for the in-camera flash in D7000.

If the camera is in Matrix metering and AFC the default for the SB-700 is iTTL-BL and that is a kind of fill-flash for sure.

But make no mistake: in my old D300 iTTL-BL only worked outside when the background was brighter than the main object! But with the D7000, it seems Nikon did a whole new implementation that is working in a marvelous way IMO, inside, outside or in any condition!!!
