Why are progressive JPEGs smaller?

I have never liked progressive JPEG because I would rather wait for the entire image, or see part of the image at full quality, rather than wait for the image to become sharp (snap into focus, as if).

However I notice that progressive JPEGs are generally smaller. Here's a study showing that the median size of a progressive JPEG starts getting smaller above 10K image size, and at 30K the reduction averages about 500 bytes.
