The TC + 70-200 should be much faster focusing than the 80-400, which has very slow AF. I rented the 80-400 about four years ago to test as a possible bird lens and rejected it for slow AF, decided to stick with my 70-300 until a better lens was available. I'm guessing IQ is not great with the new TC2 with any zoom - it's not great with my 80-200 AF-S, though reports with the VRII version of the 70-200 seem at least acceptable.

Those who use the 300 f4 AF-S swear by it, particularly with the 1.4 TC. You do need 400mm for birds IMO, unless all you're trying to get is record shots and ID reference.

I'm still waiting for an AF-S 400 f/5.6 for birds. If it has to be a zoom, so be it, but I'd much rather have a 400 prime - the zooms always suffer on the long end.
