It seems that there's a known issue with progressive JPEG's that has been around since 2008:

However, there are several wrinkles that may or may not be related to this:

  • Performance with images loaded from the network is significantly worse than with images loaded from disk. The delta is a lot larger than it should be based on my (considerable) experience measuring the software overheads with networking.

  • I can measure even worse performance under certain conditions (e.g. simply opening another empty FF tab).

  • The progressive rendering stalling under certain conditions. Jim and I have both reproduced this under various different scenarios but have not really characterized it fully.

  • Suggestions that performance may be dramatically better on some systems.

suggests there may be a relationship between progressive images and libjpeg-turbo. Jim, is it possible your new improved Linux versions are linking to libjpeg versus libjpeg-turbo?
