This is possible, as long as keeping a (heavily compressed, but still consumable) copy of the selected files in a third-party app isn't a problem.

The app can import new videos from the Camera Roll on the go; that is, no desktop required.

I'll dedicate a complete tutorial to this q; stay tuned!

EDIT: do you need Camera Roll support? If you don't, then, almost all third party video player apps with folder support will do. I recommend GoodPlayer the most. Just make sure you use these apps instead of the stock Videos app.
