I vote option 1, the Canon 17-55 is highly rated by everyone and the combination of f2.8 plus IS plus the high ISO capability of the 7D means you can cover most lighting conditions and it's a great zoom range. The 55-250 IS is much better than we should expect for the price. It's very light and at f8 the images will surprise you.

Canon 70-200 f/4 (non IS)

The Tamron vs Sigma thing I'm undecided about. Tamron seems to have terrible AF, but Sigma is sharper?
