1Dx / 5D3 - how to change the exposure compensation in Manual mode + Auto ISO?

Hi All
I'm not sure with any new camera (5D3 & 1DX ) can do this, please advice.

I want to use any wheel to quick change my frame darker or brighter and remain at speed and F stop that I want to, combine with auto ISO. Can we set camera like that?
