Building PC, need help!

Again Thanks to all of you who have taken the time to help me understand and put together a PC for my needs. I will try to explain what I am after and what I have.

When I use Adobe Premier Elements for editing my videos on my 5 yr old PC it is really slow and sometimes freezes up on me. When using CS5 and LR4 things are much better I can edit and process with out any problems.

My current PC is a Intel Quad 2 core Q6600 @ 2.40 Ghz with 8 GB RAM. I want a system that will fly through video editing and also handle all of my post processing of my photo’s.

I do have a back up system in place now where I back up my files manually to a external HD and an internal HD plus all of my photos and video are on an external HD that I remove from the PC each night.

The only components that I have for my new build right now is the Case and power supply I am waiting for sales and a better understanding of what I really need before going any further.
