Same reason as the 50mm 1.4 costs twice as much as the 50mm 1.8.
It is more complex to make, more glass is needed, more features (AFS, etc).

The difference with the 24mm 1.4 vs 28mm 1.8 is that a 24mm 1.4 is pretty darn hard to make. Just look at how much (and how big) the glass has to be for the 24mm. Whereas 50mm are fairly cost efficient (not the lower price on the 1.4).

Even the 28mm 1.4 (no longer in production), costs twice as much as the 28mm 1.8.

Fast WA primes are very difficult to make.
