If I shoot wider than 24mm (on a DX body) and use a polarizer, I usually back up the same shot without a polarizer just in case the dreaded banding look shows up. By the way it is only a problem with blue sky. Using the polarizer to control reflections and for color saturation on other than the sky is the same as with any other focal length.
The dark/light bands don't always show up. But you can be guarranteed it will show up if you only take the shot with a polarizer.
