"Loose" EF 70-300 DO IS USM

Bought a used lens. Looks good, optically about what I expected.
When the camera is suspended by a neck strap, the lens hangs downwards, and extends itself to 300 mm. Is it normal for the mechanism to be this loose?
?what to do?
