Why can't high ISO replace more lights?

Photos taken in dimly lit places without flash usually have dull color. Even using DSLR with high ISO and low noise sensor, the color just doesn't look good compared to the same place when brightly lit (with sunlight or flash).
Why is this? Shouldn't higher ISO be equivalent to adding more light?
