The Tokina is more special-purpose. You wouldn't really leave it on the camera as a walk-around lens, the missing long end is significant. It also weighs twice as much as the Canon.

Both have fine optics. Aperture for aperture, the Tokina is a tick sharper. I'd probably buy it just to get 16mm.
