No, they are form Luxembourg, don't know why their site has .de which of course is Germany.
I cannot find to much about them but found their full adress on some french forum after googling the phone number. Site looks legit, but make sure before you buy....
The price is better than here in The Netherlands, but the lower VAT (15 vs 19%) helps of course...
